The first half of the post was paranoid schizophrenic nonsense, but this part... I totally agree. It's all a distraction so that no one sees them funneling tax money to their cronies.

I bet you it won't be another "skeleton" style bridge. They'll be many more concrete stabilizers lining the path. Any vessel entering/exiting must adhere under power and free float.
VESSELS ENTERING OR EXITING THE PORT WILL BE ESCORTED BY PILOT BOAT.

There shall be many more. Concrete stabilizers lining a path. Clear and to make sure. Any vessel entering/exiting must adhere. Under power and free float.
NO VESSEL ENTERING OR EXITING PORT.WILL BE ESCORTED BY NAVIGATION TUG BOATS.

I know you're trying to start something, Foxy, but Biden's declaration makes the most sense. This is critical infrastructure, so it makes sense to rebuild as quickly as possible and let the insurance companies reimburse later.
You saw how long the Taco Bell Lake sat there while waiting for them to figure out who was paying.
